This position is located with the Bureau of Public Information and Regulatory Affairs.

Plans and coordinates Healthcare Quality's regulatory development actions, submissions, reviews, and related activities.

Specific duties include:
Under limited supervision of the director of the Bureau of Public Information and Regulatory Affairs, coordinates and manages tasks associated with Healthcare Quality's regulation development actions in accordance with the South Carolina Administrative Procedures Act, the DHEC Regulation Development Administrative Procedures Manual, and agency policy. Assists in regulation review and other regulatory initiatives and special projects. Responsible for developing and updating detailed schedules, scopes, and timelines, to include a work plan, and setting up goals. Monitors and reports project status and disseminates plans, schedules, project activities, and reports to the Bureau director, HQ team members, external customers, and the regulated community. Prepares and maintains necessary documentation to support regulation development and review in Healthcare Quality. 

Researches, gathers and analyzes data, statutes, decisions, legal articles, and documents. Assists in timely coordinating required input on legislative and regulatory matters and communication with the regulated community and Healthcare Quality staff. Compiles and maintains regulatory research information related to new and existing regulations. Performs other duties as the situation requires, to include but not limited to, assisted in special projects, participates in disaster preparedness and response, and is designated as an essential employee, subject to duty and/or on-call on a 24-hour basis during an emergency. 

Requirements

A bachelor's degree and relevant program experience.


A high school diploma, Paralegal Certificate or an associate degree in paralegal studies, and three (3) years of paralegal experience may be considered equivalent qualifications, upon Classification and Compensation approval.

Qualifications

DRIVING RECORD: If this position requires the applicant to possess a valid driver's license to operate a state vehicle or personal vehicle, any applicant being considered in the final stages of selection for the position will be required to provide a certified copy of a 10-year driving record.

This position is part of the South Carolina Department of Health and Environmental Control’s Bureau of Public Information & Regulatory Affairs. The work performed supports DHEC’s mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Public Health created by Senate Bill 399 which provides for the creation of the Department of Public Health to assume the public health-related functions of DHEC.
