Under the direct supervision of the Operations Director, the Health Department Site Manager provides leadership, management, supervision, and direction to the professional and paraprofessional staff in a local health department(s). 

Provides supervision for grants and special projects as needed and works closely with the program managers to implement and monitor projects and program compliance. Works closely with the discipline directors and program managers to implement services in the county and community. Collaborates with community partners to ensure community health needs are being addressed. Responsible for employee health duties.

Leadership, Management, and Supervision of Health Department Operations: Maintains a moderate level of independence in managing a local health department with some day-to-day assistance from the regional operations director. Recruits, interviews, and selects qualified personnel and oversees onboarding of new staff. 

Provides supervision to a multidisciplinary team. Supervision includes directing, planning, implementing, teaching, evaluating public health nursing programs, policies and procedures, and delegating nursing care in a medium size public health department clinic. Collaborates with regional operations director to assure adequate staffing is available to provided efficient and effective operations. 

Ensures programmatic standards and operational performance goals are met and maintained. With oversight/guidance from the regional operations director participates in the planning, development, and initiation of nursing and other local policies, and keeps assigned staff updated regarding new or changes in policies, procedures, process improvement, and trainings, that support efficient clinic workflow, productivity, quality improvement and customer service. 

Creates, collects, analyzes, organizes, and summarize and presents data for performance measurement, internal and external reporting, and decision-making. Is responsible for ensuring compliance with laws, rules, and regulations that impact nursing/clinic operations, including participation in audits and the development and implementation of corrective action plans. 

Provide oversight and leadership for clinical and operational projects, participates in/develops local budgetary plans for nursing/clinical supplies and equipment. Maintains clinic competency in areas of supervision. Supervises, instructs, and completes performance evaluations on professional and paraprofessional staff. Asses need, develops, and conducts training, and ensures compliance with all required staff trainings.

WIC Program Management: Plans, directs, and coordinates nutrition services. Evaluates, trains, and supervises the delivery of WIC/Nutrition services. Plans, organizes, and controls the work of assigned WIC employees and assures the process for WIC participants follows according to federal and state program policies, procedures/guidelines, and standards of care.

Public Health Advocacy and Leadership – Public Health 3.0: Participates in professional organizations and serves as a role model. Serves as a leader in the region and community in public health issues. Advocates for public health systems changes.

Represent the region in outside committees and/or collaborations as necessary to maintain linkages with community partners and to move the public health agenda forward in a manner best meeting the needs of the communities. Maintains a keen awareness of individual community needs and appropriate advocates of the behalf of communities.

Continuous Quality Improvement and Customer Service: Monitors the reimbursement, quality, and outcomes of service delivery within the program/county. Initiates and leads multidisciplinary conferences and committees to promote quality and coordination of services. Participates in CQI activities and assures team compliance with agency policies. 

Assesses quality of care provided to patients, families, populations through clinical observations and process/outcome audits. Evaluates population for trends and risk factors; recommends innovative strategies to improve quality of care. Responsible for ensuring excellent patient experience and that patient complaints and grievances are addressed and resolved in a timely and responsive manner.

Other Assigned Duties: Is the health department site manager and is responsible for all employee health/occupational health functions.

Requirements

State Minimum Requirements: Licensure as a registered nurse by the State Board of Nursing for South Carolina. Graduation from an accredited school of nursing.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Agency Additional Requirements: Graduation from an accredited school of nursing and related nursing experience. BSN and/or ADN degree and at least one (1) year of Public Health Nursing. Currently licensed as a Registered Nurse by the State Board of Nursing for South Carolina.

You must possess a valid driver's license and have access to a reliable transportation.
This position may require working early (before 8:30 am), evening (after 5:00 pm) and/or Saturday's.
Ability to lift 30 pounds and stand for long periods of time, if required.

IMMUNIZATION REQUIREMENTS: All new employees who are healthcare providers with job-specific exposure risk are required to provide documentation of immunity or be immunized against measles, mumps, rubella, pertussis, varicella, and Hepatitis B prior to beginning employment.

Must be able to respond timely and appropriately to frequently changing conditions and to make recommendations concerning procedural improvement to office/maintenance operations.
Must be able to drive to outlying counties and to non-traditional settings.
May be required to travel overnight.
This position will require working early {before 8:30 am), evening (after 5:00 pm) and/or weekends.
Employees are required to participate in disaster preparedness during hazardous weather or other public health emergency, which involves being subject to duty and or available during an emergency response via communications device on a 24-hour basis; and participates in/responds to Public Health Outbreaks and other priority response efforts.

Qualifications

This position is part of the South Carolina Department of Environmental Control’s (Division/Bureau). The work performed supports DHEC’s mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Public Health created by Senate Bill 399 which provides for the creation of the Department of Public Health to assume the public health-related functions of DHEC.
