Public Health Program Administrator

This position, in the Bureau of Communicable Disease, Division of Human Immunodeficiency Virus (HIV) Health, supports the bureau's mission to reduce the incidence and prevalence of communicable diseases in Pennsylvania by developing, implementing, monitoring, and evaluating the Centers for Disease Control’s HIV prevention and surveillance grant. This grant supports prevention and testing of persons living with HIV and populations of persons who may be at increased vulnerability. Requirements

This is a management position which reports directly to the Program Manager for Monitoring and Evaluation in the Division of HIV Health. Duties include developing policies and procedures, evaluation and monitoring tools, contractual and grant documents, and budgets and budget amendments. You also monitor the performance of grantees and contractors annually via a site visit or performance review, and the spending of grantees and contractors monthly. In addition, you support the HIV planning group through technical assistance, provide technical assistance to grantees and providers, communicate the mission and goals of the HIV prevention section to internal and external partners, and assist in the writing the HIV comprehensive plan.

Work Schedule and Additional Information:
  • Full-time employment, 37.5-hour work week
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) full-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

Qualifications

QUALIFICATIONS
Minimum Experience and Training Requirements:
  • One year as a Public Health Program Associate 2 (commonwealth title); or
  • A bachelor's degree and two years of professional experience in the development, analysis, or monitoring of programs, grants, or contracts in health, human services, social or behavioral services, health care services, or health insurance; or
  • An equivalent combination of experience and training.
