As a Public Health Nurse (PHN) 4, you will play a vital role in leading a team of dedicated healthcare professionals. This team provides general Public Health Nursing services in the Yukon-Kuskokwim Delta in Southwestern Alaska. Responsibilities include assessing community needs and resources; planning, directing, coordinating, and managing Public Health Nursing programs and services; leading, assigning, supervising, and evaluating the work of public health nursing staff; evaluating program and service outcomes; and working in coordination/collaboration with other community leaders and service providers.

Sharp Program Eligibility: 
The successful candidate may be eligible for a $60,000 incentive award through the Alaska SHARP 3 program. If selected, the applicant will enter into a contract with the State of Alaska agreeing to live and work in Bethel for a period of three years. SHARP participants can choose quarterly student loan repayments or direct payments for the duration of the contract, in addition to their base salary. Most applicants who apply are eligible. Special Notice:
  • This position may travel to remote areas of Alaska via small aircraft.
  • A valid driver's license is required at the time of appointment. 
  • A Valid Alaska Registered Nursing License is required - per the Alaska Nurse Practice Act: Nursing Statutes AS 08.68, Nursing Regulations 12 AAC 44
  • Current CPR Certification is required.

Requirements

Competency Description           
The competency description(s) listed below have been designed to promote a common understanding of the essential elements of the job class.  They highlight the more general and customary knowledge, skills, abilities (KSAs), tasks, and behaviors used to describe the competency.  They typically list expectations, as opposed to specific tasks, and are to be used only as parameters and guidelines. Minimum Qualifications: 
PG03A4 – Public Health Nurse 4
Eligibility for licensure to practice as a Registered Nurse in the State of Alaska.
AND
Bachelor of Science in Nursing (BSN) from an accredited college or university or Direct Entry Master of Science (MSN) in Nursing from an accredited college or university.
AND
Any combination of additional education, certification, and/or experience that provides the applicant with competencies in:
  • Public Health: Applies knowledge of the concepts, principles, theories, methods, and tools associated with protecting and improving the health of people and their communities, including promoting healthy lifestyles, researching disease and injury prevention, and detecting, preventing, and responding to infectious diseases.
  • Standards: Knowledge of standards that either are compliant with or derived from established standards or guidelines.
  • Managing Human Resources: Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner.
  • Developing Others: Develops the ability of others to perform and contribute to the organization by providing ongoing feedback and by providing opportunities to learn through formal and informal methods.
  • Accountability: Accepts responsibility for own actions and decisions and demonstrates commitment to accomplish work in an ethical, efficient, and cost-effective manner.
Equivalent to those typically gained by:
Advanced post-secondary education in nursing, public health, healthcare services, healthcare administration, or a closely related field that includes master’s level study in nursing and/or public health;
AND/OR
Progressively responsible professional nursing experience in health care, public health, health care delivery systems, nursing administration, consultative nursing, and/or a teaching capacity that is relevant to providing either public health services in a public health organization (e.g., tribal, city, county, or state) or population health services in a hospital or primary care setting.

Special Notes:
Candidates not currently licensed by the State of Alaska, who otherwise meet the eligibility requirements for licensure as a Registered Nurse (RN) in the State of Alaska and requisite knowledge, skills, and abilities, may apply for vacancies in this job class. Applicants qualifying under this option may receive a conditional job offer; however, proof of RN licensure will be required prior to appointment and reporting for duty.

Candidates not actively enrolled, but who can provide proof of acceptance into an accredited Registered Nurse to Bachelor of Science in Nursing (RN-to-BSN) bridge program, may apply for vacancies in the Public Health Nurse 1 job class. Continued employment of the successful candidate is contingent upon active enrollment and attendance in the program commencing within six months of initial hire.

Successful performance of this work requires knowledge of principles and concepts of professional nursing, public and community health, and health care systems typically acquired through a course of study resulting in a Bachelor of Science in Nursing (BSN) or Direct Entry Master of Science in Nursing (MSN). Continued employment and advancement from Public Health Nurse I to Public Health Nurse 2 is contingent upon maintaining active enrollment, in good academic standing, and successful completion of an accredited Registered Nurse to Bachelor of Science in Nursing (RN-to-BSN) bridge program within twenty-four months of initial hire, including time devoted to completing the enrollment process.

“Training” and “education” are synonyms for the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long-duration (such as a post-secondary degree) and short-duration (such as a seminar) programs.

“Professional experience” means work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the power or right to decide or act according to one's own judgment.

“Progressively responsible” means indicating growth and/or advancement in complexity, difficulty, or level of responsibility.

Qualifications

At the time of interview please provide the following, if not included at time of application:
  1. Three (3) professional references we may contact by phone, one (1) of which must be a current or former supervisor.
  2. Current performance evaluation, if available.
  3. A copy of academic transcripts (unofficial are okay, please ensure that the institution name/URL is listed on the transcripts) if used to verify that you meet the minimum qualifications.
If chosen for the position, you will be required to provide the following items prior to employment:
  1. A copy of a current Alaska Registered Nurse license.
  2.  Proof of Tetanus, Diphtheria, Pertussis (Tdap), Mumps, Measles, Rubella (MMR), and Varicella immunizations. 
  3. Proof of Hepatitis B (immunity or a signed declination statement).
  4. Annual influenza vaccination or a signed declination statement.
  5. Proof of Tuberculosis screening within past 12 months. 
  6. A copy of current driver’s license.
  7. Current CPR Certification

EDUCATION
To verify education is being used to meet and/or support the required minimum qualifications/competencies, you must fill in the Education section of the application.
