Position: This is a full-time, permanent, Health Services Consultant 4 (HSC4)

Location:  Tumwater, WA (flexible/hybrid)

As a Program Manager you will:

  • Provide oversight in support of the roles and responsibilities assigned to the Board of Nursing Home Administrators, Applied Behavioral Analysis Advisory Committee, and Music Therapist Committee; developing and implementing health policies and procedures.
  • Provide program expertise for development of interpretive statements and rule and legislation review.

Key responsibilities include:

  • Serving as a designated technical specialist and agency wide expert on issues of high visibility and high sensitivity: primary contact and communications for commission, board, committee, and Secretary regulated professions for all assigned programs. Acting on behalf of the department to develop and enforce regulations, set licensure, and practice standards, and enforcement of violations.
    1. Providing oversight to support the roles and responsibilities of assigned commission, boards, committees, and Secretary professions in OHP. 
    2. Providing support at all meetings and conducting, coordinating, or approving examination of assigned commissions, boards, committees, and Secretary professions.
    3. Coordinating approval/denial process for lists and labels for educational institutions and professional associations.
    4. Working with licensing staff to ensure that credentials are issued according to profession statute and rule and to protect public health and safety.

 

  • Providing rules and legislation program managing in OHP.
    1. Leading and facilitating rule development workshops involving internal and external interested parties.
    2. Drafting and developing rules, policies, and interpretive statements, coordinating directly with commissions, boards, committees, management, professional associations, licensed professionals, consumers of the health care service, and general public.  
    3. Providing significant analyses, small business economic impact statements, and cost benefit analyses of rules and policies as needed, ensuring all components of the rules package are complete and appropriately submitted.

Essential Requirements & Qualifications

Note: Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.

 

  • Option 1: Six (6) or more years of management or consultative experience in a health care services program or closely allied field.

 

  • Option 2: An associate degree or higher; AND four (4) or more years of management or consultative experience in a health services program or closely allied field.

 

  • Option 3: A bachelor's degree or higher; AND two (2) or more years of management or consultative experience in a health services program or closely allied field.

 

  • Option 4: A master’s degree or higher; AND one (1) or more years of management or consultative experience in a health services program or closely allied field.

 

AND (for ALL the above options) the following:

Experience in at least two (2) of the following: 

  • Rule, policy or legislative drafting and implementation.
  • Health services planning.
  • Compiling and analyzing data for reporting.

 

Desired Skills & Preferred Experience 

  • Master’s degree in public health, health care administration, public or business administration, or allied field OR a bachelor’s degree in public health, health care administration, public or business administration, or allied field and three (3) or more years of professional management or consultative health services experience in the following areas:
  • Project Management experience.
  • Rule or policy drafting and development experience.
  • Representing a government or nonprofit organization to the public by responding to complex regulatory or public health questions.
  • Working directly with stakeholders on complex and high visibility regulatory issues; and
  • Compiling and analyzing data for reporting purposes.  

 

Required Competencies:

Analytical/critical thinking skills - Identifies key facts in an array of data and detects when information may be incorrect, missing, or requires verification; judges appropriate actions or responses to information based on clear guidelines, procedures, or requirements; determines, analyzes, and weighs the risks versus benefits in providing input related to health care provider disciplinary issues ; uses judgment and critical thinking to infer/interpret meaning of information and form conclusions which resolve problems; develops effective collection and analysis methods for statistical data.

 

Communicates Effectively – Developing and delivering multi-mode communications that convey a clear understanding of the unique needs of different audiences. 

 

Knowledge and enforcement of rules, regulations - With assistance from disciplinary staff, clearly explains health care provider-related rules and regulations and what constitutes violation of them; consistently and objectively applies the “letter of the law,” while also considering the “intent of the law” in order to determine appropriate enforcement action; effectively prioritizes seriousness of complaints and urgency of disciplinary actions to ensure most dangerous violations are addressed first; identifies and explains how rules work together or contradict one another, and how effectively they may be practically enforced.

Work Location & Flexibility

The duty station for this position is in Tumwater, WA. Telework (mobile work) is currently expected. When approved, the incumbent is expected to report to the duty station for work activities. Partial telecommuting may be an option subject to supervisory approval. It is anticipated that there will be a need to report in-person to the Tumwater duty station for work activities as needed, specifically for in-person commission, board, and committee meetings.
