This senior level administrative position is responsible for the State Immunization Program.
This position ensures that the goals and objectives of the State and National Immunization
Program are carried out, including the Healthy People 2030 targets, the Louisiana
Immunization Program goals, cooperative programs with the Louisiana Center for Community Preparedness, and COVID-19 related grant-funded program goals including the Bridge Access Program.
There are five core Immunization Program components described within 37 broad
programmatic categories by CDC. These include stewardship and accountability, program
performance, assure access, IT infrastructure, and preparedness. The State Immunization
Program is a very complex program charged with assuring that all vaccine providers receive
vaccine, handle the vaccine appropriately, and provide immunizations accurately according to
a very complex and often changing schedule. In addition, the position is responsible for
planning and responding to public health disasters and emergencies, when the medical
countermeasure is a vaccine. This position writes the policies and technical protocols that
conform to recommendations issued by the Advisory Committee on Immunization Practices,
which all immunization medical providers must follow.
The director has oversight of statewide vaccination efforts with emphasis on vaccine equity
and vaccine confidence-building strategies and community efforts. Programmatic activities
include improved collection of demographic data of vaccinated individuals, strategies to
vaccinate the 12+ age groups in and out of school settings, coordinating mobile vaccination
teams to increase access to vaccines, work with communications firms to promote vaccinerelated initiatives, partnerships with faith leaders, agencies, businesses, prisons, and
communities, particularly those identified that are impacted by health disparities to increase
vaccination rates. In addition to the programmatic planning and management of COVID-19
vaccination efforts, the director will be responsible for overseeing more than $60 million
federal funds that have been awarded to the Immunization Program.
The most complex activity that this position oversees is the federal Vaccines For Children
(VFC) Program. There are now approximately 750 private medical offices actively enrolled in
the VFC Program. These practices serve Medicaid clients, uninsured patients, and Native
American children. As a result, the providers receive free vaccine, policy direction, storage
and handling, monitoring, evaluation and improvement planning directly from the State
Immunization Program. The importance of strengthening immunization services is vital in
response to and preparing for vaccine preventable disease outbreaks.
This position is also responsible for overseeing the Louisiana Immunization Network for Kids
Statewide (LINKS) immunization information system (IIS). LINKS has been fully implemented
since 2001 and it complies with national guidance and standards and continues to be a
national IIS leader
This position directly supervises eight positions, primarily located in the central office in New
Orleans. The Immunization Program has more than 70 staff positions.
