The Office of Policy, Planning, and Evaluation (OPPE) strives to improve health through strategic policy research, design, development, and evaluation. We convene, lead, and support efforts internally to the Department of Health (DOH) and externally with Tribes, partners, and others at the local, state, and federal levels in alignment with the agency, the Office of the Governor, and community-influenced priorities. Policy research, design, evaluation, and advancement are integral to our work. We lead agency-wide initiatives, including Foundational Public Health Services, the state’s first Public Health Advisory Board, and public health accreditation.

The Washington State Legislature enacted Engrossed Second Substitute House Bill (ESSHB) 1152 in 2021, establishing the Washington State Public Health Advisory Board (PHAB). The PHAB is a Governor-appointed body convened by the Washington State Department of Health  to advise and provide feedback on the public health system, with a specific focus on governmental public health services, analyzing the COVID-19 response, and evaluating foundational public health services as described in law, RCW 43.70.675

This position will serve in a capacity across the office leading and developing key strategies for programs and projects within OPPE. This position reports to the Deputy Chief of Policy, but will work closely with the OPPE leadership team, key initiatives, and specifically, the Public Health Advisory Board (PHAB).

Key Responsibilities:

            Strategy Development and Analysis:

  • Develop strategies and provide expert analysis on key public health topics, including emergency response and foundational public health services.
  • Offer consultation to executive leadership, PHAB members, legislature, governor’s office, and other partners.

Advisory Leadership:

  • Lead the board in advising and providing feedback to the governmental public health system.
  • Provide formal public recommendations on public health matters.

Policy Development and Direction:

  • Conduct policy research, analysis, and goal development for public health in Washington.
  • Provide direction to the board for improving public health performance and achieving goals.

Meeting Planning and Facilitation:

  • Plan and facilitate all planning and board meetings.
  • Manage regular communication with board members.

Project Management:

  • Manage policy and program-related projects.
  • Develop project plans, monitor adherence, and engage with internal and external partners to complete project deliverables.

Work Setting

The incumbent may be located anywhere within the State of Washington. Telework (mobile work) is currently expected. When approved, the incumbent will work with their supervisor to identify an appropriate work schedule and balance including telework and reporting to the Tumwater, WA duty station, or offsite meetings for work activities and partner engagement as needed.  We anticipate the incumbent will work at the Tumwater office 1 day per quarter.

Required Qualifications

  • Bachelor’s degree from an accredited college or university in political science, public health, public administration or a related field.
  • Five years of experience supervising or leading business projects/managing business operations 

AND

Demonstrated experience in one of the following: 

  • conducting research and analyzing policies, laws, rules, or regulations.
  • conducting business analysis and developing requirements of business policy projects.

 

Related experience may be substituted year for year for education.

  • Extensive professional-level experience managing projects from conception through the project lifecycle (e.g., initiation, planning, execution, coordination, monitoring, closure and evaluation).
  • Expert level interpersonal skills including written and oral communication, public speaking, conflict resolution, consensus building and developing and maintaining effective relationships.
  • Experience objectively analyzing policy for impacts on health and/or equity.
  • Having a strong understanding of health equity and the social determinants of health.
  • Extensive knowledge of Washington State’s public health system.
  • Advanced training in a program that promotes effective engagement with partners, communities and/or the public.

Conditions of Employment/Working Conditions
