As the Policy Project Manager (MA5), you will play a vital role in supporting the advancement of public health policies guided by equity, engagement, and innovation. You will develop strategies within the DOH and engage in collaborative efforts with external partners including Tribes, local, state, and federal agencies.


Key Responsibilities:

 

Policy Research and Development:

  • Leads and implements policy related projects, research and analysis. 
  • Conduct policy research and analysis on high priority issues. Research may include review of proposed and existing law, literature and consultation with experts. 
  • Research policies, innovative models, and promising practices nationally, internationally, to help inform our policy approaches. 
  • Author sunrise reviews, legislative reports and policy white papers as assigned. 
  • Craft policy recommendations that demonstrate an evaluation of various options for moving forward with an emphasis on living our values of equity, engagement and innovation. 

 

Project and Systems Management:

  • Oversee and manage policy-related projects, ensuring they are executed effectively and adhere to planned objectives.
  • Act as the central point of contact for feedback on policy initiatives, analyzing and suggesting improvements based on stakeholder input.
  • Administer the agency’s performance scorecard and other related software systems.
  • Strategize and manage OPPE’s presence across various digital and internal platforms, ensuring consistency and comprehensive governance.
  • Develops, leads and implements quality improvement activities for Office wide initiatives, including but not limited to office operations, policy programs, processes and systems.

Required Qualifications:

The experience described below may have been gained concurrently and can be through paid or unpaid activities. 

  • Option 1: Bachelor’s degree in one of the following fields: Business Administration, Public Administration, Law, Public Health, Health Administration, or a closely related field. 

OR 

  • Option 2: At least four (4) years of experience in one or more of the following areas: policy development, project management, public or system administration within the fields of public administration, law, public health, or similar field.

AND (Also Required)

  • Four (4) years of experience in two (2) or more of the following: 
    1. Conducting research and analysis related to policies, laws, or regulations.
    2. Analyzing policies and organizational processes to develop operational requirements.
    3. Leading and managing projects within a policy or governmental framework.
    4. Overseeing organizational operations that support policy implementation and development.
    5. Creating and executing policy strategies that align with organizational or public needs.
    6. Directly supervising staff.

AND

  • One (1) year of experience in each of the following:
    1. Representing an organization at meetings or conferences with key stakeholders.
    2. Collaborating with organizational leadership to support strategic objectives.
    3. Presenting policy analysis and recommendations to both virtual and in-person audiences.

Desired Qualifications:

  • Knowledge and direct experience working with state or federal legislative processes.
  • Experience analyzing policy for impacts on health and/or equity.
  • Experience in public speaking and/or presenting to large and diverse audiences including technical professionals, and the public. 
  • Experience working with diverse communities.
  • Experience working collaboratively with multi-disciplinary teams.
  • Experience that demonstrated a strong understanding of health equity and the social determinants of health.
  • Communicating in writing, including the ability to translate complex and technical subject matters into plain language for non-technical audiences.

Conditions of Employment/Working Conditions
