Planning & Training Coordinator

*This is a Time-Limited, Full-Time Position.*

  • Provide training and technical assistance on developing preparedness plans to counties within their region. This includes providing assistance with identifying county priorities, defining performance measures and tracking progress. Advise local health departments on policy and procedures available for the implementation of the national planning framework, ICS/NIMS & HSEEP principles and practices.
  • Provide reports on outcomes achieved including document preparation, documenting training provided at monthly preparedness coordinator meetings and integrating results into the overall regional project map.
  • Develop and maintains a regional preparedness work plan which is based on assessment data, best practices in preparedness planning and aligned with local priorities and state and federal reporting requirements. This includes the coordination of regional resources during an event.
  • Develop, maintain, and disseminate NC Public Health Plans and update as necessary at minimum on an annual basis; Collaborate with local and state officials to integrate public health plans, training, and exercises with other agencies; Develop and maintain partnerships between local public health and emergency management personnel to facilitate plan development, exercises, trainings and response coordination at local level; Plan and coordinate regional disaster training and exercises; Complete after action reports; Support meeting the requirements of the planning capability in the PHEP cooperative agreement.
  • Develop and execute with the coordination and synchronization of training and exercise activities within the region including the development and maintenance of an annual meeting calendar.
  • Act as point of contact for communications between the participants at the local and regional level.
  • Assist Local Health Departments in the coordination of resources.
  • Occasional overnight travel required.

Public Health Preparedness and Response (PHP&R) is the branch of the North Carolina Division of Public Health (DPH) within DHHS that monitors and strengthens the abilities of our public health and healthcare systems to protect the public health in disaster situations such as disease epidemics, chemical and radiological releases, severe weather and natural disasters.

Requirements

  • Experience developing and writing technical reports, documents, and plans.
  • Experience conducting collaborative meetings, creating working relationships, presenting system recommendations and negotiating revisions to ensure integration.
  • Experience developing and implementing project objectives and timelines.
  • Excellent oral and written communication skills that translate to a broad audience including: written reports and documents.
Management Preferences:
  • Report writing and grant proposal experience
  • Knowledge and experience with Homeland Security Exercise and Evaluation Program (HSEEP)
  • Prior knowledge base and practical experience in public health preparedness, program management and previous direct supervisory experience.

Qualifications

Bachelor's degree from an appropriately accredited institution and three (3) years of experience in the program related to the area of assignment;
OR
an equivalent combination of education and experience.
