Under limited supervision, direct the activities of information resource professionals in the planning, development, support, maintenance, monitoring, and administration of the agency Microsoft 365 cloud based solutions in the Power platform and supporting collaborative cloud services. Online services include D365, Sharepoint, M365 Administration, power platform, Azure active directory, collaborative tools, Teams, and applications within the environment to ensure maximum efficiency, uptime, and security.  Promote and support collaborative services through customer service and continuous improvement.  Adhere to State and agency IT Security polices and standards. This position will focus on the agency OIT needs with an emphasis on Public Health.

  • Manage staff and contractors in the planning, development, support, maintenance, monitoring, backup and disaster recovery of the computer applications and systems related to the agency Microsoft 365 power platform solutions, collaborative services, and supporting infrastructure.  This includes D365, Sharepoint, M365 power platform, Teams, Azure collaborative could tools and services, collaborative tools, and applications within the environment.   Ensure maximum efficiency, optimization, and uptime for these environments.
  • Ability to establish and maintain working relationships with customers, technical staff, management, and vendors.  Partner with CISO and Security Section to ensure appropriate security protocol  and polices are implemented and adhered too.  Work with OIT Applications staff to support a low code/no code solutions environment and code repository.
  • Evaluates the business needs of the agency and recommends solutions.   Assesses project progress and is held accountable for results.  Directs the preparation of project reports for customers. Maintains application listing and service catalog associated with supporting collaborative services.
  • Coordinates, designs and promotes strategic initiatives to improve the agency's overall operation and core values.
  • Maintain awareness of infrastructure technology trends and changes. Maintain in-depth knowledge of the agency's products, computer environments, platforms, and technologies. Provides advice and direction to agency on purchases of solutions and software.
  • Other duties as assigned.

Must be self-motivated, team-oriented, work well under limited supervision, and respond to priority tasks as needed following established policies, procedures and guidelines.  Candidates must also be able to cultivate productive working relationships with individuals at all organizational levels, fostering a collaborative and inclusive work environment.  Must be customer-oriented and respond to priority tasks as needed. Some after-hour and weekend work may be required to ensure maximum system uptime and address technical issues impacting production services.

Requirements

State Minimum Requirements: A bachelor's degree in communications, business administration, computer science (information technology), mathematics, statistics, management information science or a related field and experience in telecommunications, data processing and/or information technology. Relevant experience may be substituted for bachelor's degree on a year-for-year basis. 

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Agency Additional Requirements: Knowledge of information system analysis, design, testing, debugging and maintenance techniques.  Knowledge of Microsoft O365 Administration and Services including exchange, SharePoint, collaborative  tools, azure active directory,  power platform, and licensing.  Ability to establish and maintain working relationships with users, technical staff, management and vendors.  Ability to plan, direct, review the work of technical personnel.  Ability to communicate effectively both orally and in writing. Ability to work independently in establishing priorities and responding to agency needs.

Qualifications

  • Employee must possess a working knowledge of Microsoft 365 and power platform including, D365, Power Bi, SharePoint, collaborative tools, Teams, Azure, and licensing.
  • Knowledge of the organization and its IT policies and procedures.
  • Basic understanding of network concepts, active directory. 
  • Supervisor or Section Lead 3 years of work experience.
DRIVING RECORD: If this position requires the applicant to possess a valid driver’s license to operate a state vehicle or personal vehicle, any applicant being considered in the final stages of selection for the position will be required to provide a certified copy of a 10-year driving record.

This position is part of the South Carolina Department of Environmental Control’s Office of Information TechnologyThe work performed supports DHEC’s mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Public Health created by Senate Bill 399 which provides for the creation of the Department of Public Health to assume the public health-related functions of DHEC.
