Law Enforcement Officer II

Under general supervision, serves as a Law Enforcement Officer with the Office of Law Enforcement for Environmental Affairs Shellfish Program in the Beaufort region. This position involves law enforcement activities and requires attending the South Carolina Criminal Justice Academy for 12 weeks to become a certified Class I Law Enforcement officer. This position conducts patrols of coastal areas by vehicle and boat to ensure compliance with state and federal laws regarding harvesting, handling, and transportation of shellfish. Apprehends and arrest violators. Investigates alleged or suspected violations of shellfish regulations. Samples shellfish management areas for data used to determine harvesting classifications and assess impact from point and non-point sources. Performs all duties associated with the region, state, and FDA shellfish inspection programs. Prepares comprehensive reports of a technical nature, assemble documentation for enforcement activities and recommends action for violations.
Provides testimony at enforcement conferences, administrative hearings, and court hearings. Assists with the water-based portion of the stream monitoring program including the collection of samples and recording of ambient data.

Requirements

State Minimum Requirements: A high school diploma and experience performing patrol or investigative duties with a public law enforcement agency. A bachelor's degree may be substituted for the required law enforcement experience.  Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Agency Additional Requirements: A high school diploma and experience in environmental health programs. A bachelor's degree in the natural or physical sciences, mathematics, public health, engineering or a related technical field may be substituted for the required work experience. Must have excellent organizational and communication skills, be able to make presentations in a group setting, and communicate clearly and concisely in both an oral and written manner; work effectively in a team-oriented environment and independently in a field environment. The ability to prioritize and manage time effectively. Encourage positive working relationships with coworkers, industry, and government officials; work in all reasonable weather conditions; access non-traditional work environments; traverse uneven grounds, climb ladders, stoop, lift and carry up to 50 pounds; swim and work comfortably in a boat on open water and in rough weather conditions; walk on narrow cat walks that require a sense of balance; make visual observations of facilities, samples, plans, specifications, reports, etc.; visually
differentiate between various shades of color; conduct field tests, using delicate instruments and chemicals, which require steady hands; and wear the required safety equipment as needed, to include, but not limited to, safety glasses, lab coats, and nitrile or latex gloves; and maintain a professional personal appearance. This position requires the successful completion of prescribed technical coursework and passing the test relevant to the position before the end of the probationary period or trial period. Occasional overnight travel, as well as night, weekend, and holiday work schedule may be required. Qualifications

A bachelor's degree in the natural or physical sciences or related technical field; or an associate degree in the natural or physical sciences or related technical field and two (2) years of environmental health or related experience; or a high school diploma and four (4) years of environmental health or related experience. Data management skills and proficiency with Microsoft Office (Word, Excel, PowerPoint, and Access). Knowledge of boating activities and shellfish regulations and standards.

SPECIAL REQUIREMENTS: Certification by the Law Enforcement Training Council in accordance with Section 23-23-40 of the Code of Laws of South Carolina 1976 as a Class 1 Law Enforcement Officer. Applicants must possess and maintain a valid SC driver's license with a good driving record and pass a background investigation prior to appointment. Applicants must be a United States citizen, be at least 21 years of age and be able to perform all the essential job functions of the law enforcement area for which you are applying. Once hired, applicants must be able to obtain and maintain a commission issued by the South Carolina Law Enforcement Division (SLED).Supplemental questions are part of the official application. The work performed supports DHEC’s mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Environmental Services created by Senate Bill 399 which provides for the creation of the Department of Environmental Services to assume the environmental-related functions of DHEC.
