IT Business Analyst
This is a full-time, remote, project position funded through July 31, 2024
We're looking for an IT Business Analyst to play a crucial role in driving innovation and technological solutions that directly impact public health in Washington State. In this position you'll be at the forefront of our efforts to integrate cutting-edge IT solutions with the needs of our agency programs. This role is pivotal in bridging IT and business functions, ensuring alignment between agency programs and IT solutions.
You'll be leading the charge in technical leadership, conducting in-depth business and data analysis, managing software requirements, testing, and engineering business processes. Your analytical prowess, technical expertise, and knack for collaboration will be the driving force behind our success.

Responsibilities:
- Business Analysis and Technical Services:
- Act as a liaison between stakeholders and technical teams to ensure clear understanding and documentation of business needs.
- Gather, analyze, and document business and technical requirements using industry-standard methods.
- Lead requirement gathering through various methods like interviews, workshops, and consultations.
- Validate and verify business requirements for software applications, ensuring alignment with stakeholder needs.
- Provide cost estimates for projects based on business change scopes and refine estimates as requirements evolve.
- Collaborate with technical teams to design user interfaces, ensure adherence to change management practices, and identify system performance issues.
- Conduct data structure analysis and provide expert guidance on system development lifecycle processes.
- Maintenance and Operational Support:
- Coordinate with technology staff and business programs to plan for system configuration, implementation, and training.
- Participate in routine maintenance activities and upgrades of mission-critical systems.
- Provide information to improve system performance, data quality, and usability.
- Manage service requests, prioritize workload, and track completion within specified timeframes.
- Identify and report IT risks, recommending mitigations and resolutions.
- Assist with emergency response activities during public health emergencies.
- Conduct data structure analysis and evaluate stored procedures or programming code for system corrections.
Required Qualifications and Experience:
Your experience must come from full-time professional work and may have been gained concurrently. Any additional years of experience can replace educational requirements on a year-for-year basis. Applicants must fulfill one of the following options, in addition to meeting the specified criteria listed below.
- Either experience or education combined with experience in business analysis, testing, or systems development.
- Option 1: 8 years of experience, including at least 4 years as a business analyst AND at least 2 years in roles like Software Analyst, Quality Assurance Tester, or Software Developer.
- Option 2: An Associate’s degree or higher and 6 years of experience.
- Option 3: A Bachelor’s degree and 4 years of experience.
- At least 2 years of experience in a business analysis function supporting software development by eliciting user requirements, analyzing and formally documenting business needs, processes, and workflows, and using defined formats for functional use cases and business rules.
- Experience preparing documentation including internal technical documents, system diagrams, use cases, test cases, and user documentation and manuals.
- Experience in proficiently translating complex technical issues into readily understood concepts for staff, management, and the public.
