The Health and Human Resources Specialist Senior, under the guidance of the Director of the West Virginia Home Visitation Program (WVHVP), The Right From The Start Program (RFTS) State Coordinator is responsible for development, coordination, and implementation of the RFTS Program. The RFTS State Coordinator will work with the Director of the WVHVP to coordinate a statewide program of case management and enhanced prenatal care services of Medicaid and CHIP-eligible maternal clients and their infants.
The Incumbent promotes and presents RFTS to individuals, communities and medical providers. Under the supervision of the Director of WVHVP, responsible for statewide day-to-day operation of RFTS. Analyzes needs of the RFTS Program population in order to more effectively develop, implement and evaluate policies. The Incumbent assists the Director of WVHVP with RFTS policy and procedure development. Facilitates communication and coordinates activities of the RFTS Regional Lead Agencies. Assesses RFTS learning needs, providing or arranging training, as well as organizing meetings and conferences. Incumbent ensures all RFTS Providers lists are current. Maintains RFTS program website and ensures content is up-to-date and accurate. The Incumbent monitors, reviews and responds as necessary to quarterly RFTS RLA reports. Work with the RFTS epidemiologist to identify information essential for client tracking and data collection, and to maintain a system to evaluate outcomes of maternal and infant case management. Incumbent reviews RFTS Program website and ensures information is user friendly, correct and current. Participates in committees, task forces, collaborative meetings, etc., to represent RFTS. Performs other duties as assigned by the Director of WVHVP.

Qualifications
Experience: Four years full-time, equivalent part-time paid or volunteer experience in a technical or program area that is related to the area of employment.
