Requirements

The Work Unit:
The Waste Diversion Unit in Colorado helps fund projects that reduce waste and boost the state's economy by overseeing contract monitoring and administration of all waste diversion grants. They support practices that protect the environment, create jobs, and improve public health. The areas of focus for the unit include funding projects, technical assistance, collaboration, and partnerships. The unit makes sure the waste diversion grant programs are running well and are in line with other department initiatives.

Summary of Position:
This job involves managing state funds for waste diversion grants. Responsibilities include developing solicitations for grant applications, and ensuring contract compliance. The role also involves identifying areas for improvement and assisting with administrative tasks for various boards. Keeping up-to-date with department, state and funding source specific contract policies is essential.

Qualifications

Minimum Qualifications, must meet one of the following options below:

Option 1, Experience:
Five (5) years of relevant experience in an occupation related to the work assigned to this position such as grant administration.

OR

Option 2, Experience & Education:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to five (4) years such as a bachelor's degree in public administration, environmental science, policy or management, business administration or closely related field and one (1) year of full time professional experience in grant administration.

Cover Letter Requirement:
Along with the application submit a cover letter, not to exceed two typewritten pages, double spaced detailing how your education and previous work experience has prepared you to excel in this job. Specific examples of determining and/or demonstrating compliance with regulations or evidence-based practice should be included as well as how you meet the minimum and preferred competencies for the position. Part of, or all of, the comparative analysis for this position will involve a review of the information you submit in your application and cover letter.

  • Ability to travel independently or with a group of other waste diversion specialists up to 10% of the time. Travel may include field audits, attend conferences, deliver presentations, attend meetings, etc.

Relevant years of State service contribute to a candidates position-related knowledge, skill, ability, behavior or other posted competency should be considered as a preferred qualification and given weight under the process.
  • Excellent written and oral communication skills.
  • Ability to analyze facts, data and evidence to arrive at a logical conclusion.
  • Ability to observe, electronically record, and interpret information.
  • Advanced Interpersonal and conflict management skills e.g. displays understanding, courtesy, tact, empathy and concern.
  • Develops and maintains effective relationships, deals skillfully with people who are difficult, hostile or distressed, effectively manages and resolves conflicts, confrontations and disagreements in a positive and constructive way.
  • Ability to use information technology to communicate, manage knowledge, mitigate errors and support decision making.
  • Experience administering grants from application to final close out;                    
  • Demonstrated proficiency working collaboratively with internal teams, technical and community partners and diverse public stakeholders to build partnerships;                    
  • Excellent organizational skills; the ability to set, track, and accomplish priorities, goals, and timetables to achieve maximum productivity, knowing the status of activities at all times.                    
  • Experience with technical skills including but not limited to google suite, excel, zoom, icontact, grant making software, or demonstrated ability to obtain technical skills.        
  • Excellent communication skills.                    
  • Fiscal management experience including managing budgets, reconciling reimbursement requests including balancing, gathering documentation for fiscal and contract requirements, communicating and reconciling discrepancies.                     
  • Strong critical thinking skills for ongoing decision making duties.                     
  • Works with an attitude of customer service and responsiveness.                    
  • Ability to work autonomously as well as collaboratively on a variety of projects.
