The Prevention and Community Health Division provides leadership to prevention, epidemiological, and medical staff across the Department of Health and is responsible for leading the agency in evidence-based assessment practices; equitable data use, analysis, and interpretation; and disease surveillance to inform program and policy development, and decision-making.
The Foundational Public Health Services Policy Advisor is a permanent position in the Prevention and Community Health (PCH) Division, within the Executive Office of Prevention, Safety, and Health (OPSH). This position reports to the Director of Policy and Legislative Relations within PCH. This position provides expert advice, coordination, and consultation on Foundational Public Health Services (FPHS) for leadership and staff within PCH with a primary focus on communicable disease topics.
This position will also lead coordination with division and executive office leaders across the agency on the Poverty Reduction-10 Year plan efforts that align with the division and agency efforts. The position leads, oversees, and advises on high visibility, time-sensitive division projects involving multiple internal and external stakeholders and community partners with diverse interests. This role includes direct engagement and partnership building with communities as well as cross-sector and cross-governmental collaboration and coordination. The Foundational Public Health Services Advisor will partner closely with members of office and division leadership, subject matter experts, staff across Department of Health (Department) divisions, other Department staff involved in FPHS work including the agency Tribal Relations Director, local health jurisdictions (LHJs), the State Board of Health (SBOH), Washington State Association of Local Public Health Officials (WSALPHO), and community partners. By providing expert consultation to division leadership and the governmental public health system on FPHS, this position supports the agency in fulfilling the mission of protecting and improving the health of all people in Washington.
Key responsibilities:
- Provide consultation, support and strategic guidance to leadership to the division and partners on Foundational Public Health Services (FPHS).
- Design, oversee, and facilitate decision-making processes about FPHS proposals, performance, and budget within the division.
- Liaise between internal and external partners in the governmental public health system
- Provide coordination and communication to the overall agency leadership efforts for the Poverty Reduction Work Group and Poverty Reduction 10 year efforts in collaboration with program manager.
Work Setting
The incumbent may be located anywhere within the State of Washington. Telework (mobile work) is currently expected. When approved, the incumbent will work with their supervisor to identify an appropriate work schedule and balance including telework and reporting to the Tumwater, WA duty station for work activities as needed. We anticipate the incumbent will work at the Tumwater office 3 days weekly/monthly/quarterly.

Required Qualifications
Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.
- Option 1: A bachelor’s degree or higher from an accredited college or university in public health, community health, social work, health communications, public administration, business administration, or a related field AND at least two (2) years of experience leading, developing, or coordinating multiple complex projects at the same time.
OR
- Option 2: At least six (6) years of experience leading, developing, or coordinating multiple complex projects at the same time.
AND both options must include:
- Demonstrated experience and commitment in building partnerships and working collaboratively with others.
- Strong analytical and problem-solving skills. Ability to identify critical issues, generate and analyze options, and prepare recommendations.
- Demonstrated experience helping groups find common interest and goals and facilitating creativity and innovation to help groups find ways to achieve common goals.
- Ability to exercise a high level of emotional intelligence, critical thinking, and judgment during challenging or ambiguous situations.
Desired Qualifications
- Experience working in governmental systems.
- Demonstrated knowledge of prevention public health efforts.
- Project management certification or training.
- Excellent organization and communication (verbal, written and interpersonal) skills.
