This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.


The Environmental Specialist II position will serve as a professional staff member involved in field investigations, facility evaluations, permitting, compliance determinations, and enforcement.

Key Responsibilities:  
  • Functioning as the industrial wastewater pretreatment coordinator for the counties served by the Raleigh Regional Office and ensure regional goals are met.
  • Performing on-site compliance inspections of waste disposal systems including industrial, municipal, and residential waste systems, and reviewing monitoring reports from permitted facilities to determine compliance with permit requirements.
  • Conducting complaint investigations and reports of illegal discharges involving permitted and non-permitted facilities and preparing related correspondence and enforcement actions if warranted.
  • Responding to environmental emergency situations as a Division of Water Resources representative. 
  • Sampling surface waters, wastewater discharges, and other environmental media.
  • Providing technical assistance to the citizens, consultants, and contractors in a professional manner. 

Additional Information:
 This position requires the ability to walk through rough, steep, and uneven terrain and work in unfavorable conditions, including exposure to inclement weather, noise, dust, fumes, machinery, and insects.  Sufficient mental acuity and dexterity to manage unforeseen problems and dangerous situations in remote field situations and the ability to communicate with other employees and the public to effectively perform the activities is required. Must possess the ability to train personnel and share knowledge of practices related to their job duties.


The Division of Water Resources:
The Division of Water Resources is responsible for protecting North Carolina’s drinking, surface and groundwater for all waterbodies including lakes, streams, rivers, wetlands and aquifers. This environmental stewardship is accomplished through actions including permitting issuance, investigations, regulatory compliance and enforcement, monitoring and field assessments, certifications, laboratory analysis and testing, planning, water quality standards management, educational outreach and other efforts. The Division comprises six Sections: Water Quality Regional Operations; Water Sciences; Public Water Supply; Water Quality Permitting; Groundwater Resources, and Water Planning. Recruitment Range:  $49,158 - $70,805

 To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Demonstrated knowledge of Federal and State laws or regulations as it pertains to environmental programs.
  • Demonstrated experience in analyzing, interpreting, or evaluating data pertaining to water quality and/or environmental conditions.
  • Demonstrated experience in reviewing or designing permit applications, project approval requests, and/or plans for evaluation or compliance with state and/or federal environmental programs.
  • Demonstrated experience communicating technical information and/or recommendations to state, federal or local officials, other state agencies, stakeholders, or general public.

Bachelor's degree in one of the agricultural, biological, engineering, environmental, or natural resource sciences or a closely related curriculum from an appropriately accredited institution and two (2) years of experience related to the area of assignment, or an equivalent combination of education and experience.
