Environmental Program Manager I
The Water Quality Permitting Section Chief is responsible for managing four branches within the Division of Water Resources (DWR): Animal Feeding Operations, Non Discharge, 401 and Buffer Permitting, Transportation Permitting. The position plans work operations, organizes personnel, establishes and maintains a program budget, and reviews the output of branches to ensure goals and permitting objectives are being met timely and efficiently. The position engages in activities associated with the administration of laws, policies and rules established by the US Environmental Protection Agency; the State’s Environmental Management Commission and North Carolina General Assembly enacted to protect the state’s water supplies.
Key Responsibilities:
- Directing the technical and administrative activities of all branches within the section.
- Develop requirements and establishing program goals for four environmental permitting branches.
- Organizing and directing environmental permitting and compliance work. characterized by periodic program fluctuations in the form of changing regulatory requirements.
- Reviewing the overall work products and accomplishments of section branches to ensure that previously established goals will be or are being met, and for identifying the more controversial actions and ensuring those actions are technically reviewed before final action is taken.
- Ensuring that all statutory, regulatory and division-based timelines are met or exceeded.
- Meeting with applicants and their consultants to facilitate project applications.
- The position must also focus on implications of emerging compounds and specifically PFAS that may affect the compliance and permitting programs.
- Establish workflows for permitting and enforcement programs.
The Division of Water Resources is responsible for protecting North Carolina’s drinking, surface and groundwater for all waterbodies including lakes, streams, rivers, wetlands and aquifers. This environmental stewardship is accomplished through actions including permitting issuance, investigations, regulatory compliance and enforcement, monitoring and field assessments, certifications, laboratory analysis and testing, planning, water quality standards management, educational outreach and other efforts. To qualify for this position, applicants must document on the application that they possess ALL of the following:
- Demonstrated knowledge of laws, and/or regulations and/or policies related to animal feeding operations, or surface waters, streams, or wetlands or land application of wastewater effluent.
- Demonstrated experience in providing supervision in directing and/or organizing the activities of professional employees.
- Demonstrated experience with overseeing the production of environmental documents such as permits, or certificates, or reports or permit applications, other documents.
- Demonstrated experience communicating information or recommendations to state, federal or local officials, other state agencies, stakeholders, consultants, or the general public.
Qualifications

Bachelor's degree in one of the agricultural, biological, engineering, environmental, or natural resource sciences or a closely related curriculum from an appropriately accredited institution and six (6) years of progressive experience in environmental work including two (2) years in a supervisory capacity, or an equivalent combination of education and experience.
