The CFRA oversees adjudicative services, risk management, and facilities for the agency, aiming to identify and mitigate risks, ensure due process, and provide safe work environments. Within CFRA, the Office of Enterprise Risk Management (OERM) consists of six sections responsible for risk identification and management to meet strategic goals. The Deputy Public Disclosure Manager, part of the Public Disclosure Office (PDO) leadership team, supervises operational activities, policy implementation, process improvement, and quality assurance of public disclosure requests, reporting to the Public Disclosure Manager.

This position is included in the Washington Management Service.

 

The duty station for this full-time permanent role is in Tumwater, WA. Telework (mobile work) is currently expected for this remote position. Required in-office work is rare and would be scheduled in advance.

The DESIRED Candidate Profile

Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile. 

 

Option 1: A Bachelor’s degree or higher in legal studies, business administration, political science, health care administration, criminal justice studies, psychology or other related programs AND five (5) or more years of experience in public disclosure or related field (privacy or records management) or experience and expertise in analyzing, interpreting, and applying laws, rules, and case law and three (3) or more years of supervising staff OR six (6) years of experience leading teams, projects, workgroups.

 

Option 2: Eight (8) years of professional-level experience in public disclosure or related field (privacy or records management) or experience and expertise in analyzing, interpreting, and applying laws, rules, and case law and three (3) years of supervisory and/or management experience OR seven (7) years of experience leading teams, projects, workgroups.

 

The ideal candidate brings strong organizational, communication, and relationship-building skills. They have experience in database management and data analysis for informed decision-making, as well as proficiency in performance measurement. Additionally, they are proficiant in drafting correspondence, possess strong writing and editing abilities, and communicate effectively with diverse groups. They demonstrate effective interpersonal management for building rapport both within and outside the organization.

 

Additional Desired Qualifications:

 

  • WAPRO Certification 
  • Extensive knowledge of the Washington Public Records Act, RCW 42.56, and the Public Records Act Model Rules in WAC 44-14
  • Detailed knowledge of DOH programs, services, records, confidentiality requirements, and public records exemptions
