Community Disease Control Specialist II

Purpose of Position: The primary purpose of the Disease Intervention Specialist (DIS) is to intervene in and prevent the spread of sexually transmitted communicable diseases: syphilis, HIV and AIDS; identify, to inform, counsel, and interview patients diagnosed with syphilis, HIV, and AIDS and initiate referrals to medical and/or psychosocial services; notify and counsel sexual and needle-sharing partners who have been exposed to syphilis, and/or HIV and make provisions for counseling, testing, and appropriate treatment; investigate and consult on violations of syphilis and HIV disease control measures; participate in investigations, controls, and outreach activities for all other communicable diseases. This position will have countywide responsibility to establish and maintain productive relationships in order to provide consultation, technical support, and training resources to the local health department, clinics, hospitals, community based organizations, non-traditional testing sites and private providers. This position will provide training on topics such as: interview techniques, records, treatment recommendations, specimen collection and interpretation, and quality control. This position will also assist in diagnostic examinations on suspected cases. This position is given significant discretion in directing program activities on a day-to-day basis. 

Knowledge, Skills, and Abilities: Basic knowledge of communicable diseases, their symptoms, complications, and epidemiology; working knowledge of principles and practices of specific investigative methods, interviewing and supportive counseling techniques; ability to establish rapport and effective communications with clients, family members, and others involved; ability to interpret and apply federal, state, and local public health laws, rules, and regulations which are applicable to sexually transmitted diseases; ability to express ideas clearly and concisely in oral or written form; ability to plan and execute work.

Minimum Education and Experience: Graduation from a four-Year College or university Preferably with a degree in human services or science and two years’ experience as a Community Disease Control Specialist I; or an equivalent combination of training and experience. Will accept applications for a Community Disease Control Specialist I at salary grade 63 ($40,696 - $64,324 working against a Community Disease Control Specialist II. Minimum Training and Experience: Graduation from a four-year college or university preferably with a degree in human services or science; or an equivalent combination of training and experience. A valid North Carolina Driver's License required. Proof of Measles, Mumps, Rubella and Varicella immunity. Immunized against Hepatitis B prior to employment or begin upon employment prior to clinical work.
