Assistant HR Manager

The Division of Human Resources (DHR) invites applications for the Assistant HR Manager supporting the Division of Public Health (DPH) and Division of Child & Family Well-Being (DCFW).  The Assistant HR Manager manages a range of areas including, but not limited to, recruitment/salary administration, classification and compensation, benefits administration, employee relations, safety and workers’ compensation, etc. The major responsibilities of this role include:
  • handling employee concerns of a sensitive nature and investigating to make a fair, unbiased decision, 
  • establishing rapport and maintaining effective working relationships with employees at all levels of the organization,
  • acting as a trusted advisor to employees in the interpretation of HR policies and procedures, and assist in resolution of issues, 
  • interpreting, coaching, and enforcing company policies and procedures for consistency and compliance, and
  • completing process tasks related to recruitment, salary administration, and other HR areas as needed to accomplish the goals of the division. 
Successful candidates will have a thorough knowledge of federal and state laws, regulations, and policies related to Equal Employment Opportunity (EEO) and Fair Labor Standards Act (FLSA).

 About the DHHS Human Resources Division: 
The Division of Human Resources is responsible for strategic and tactical human capital management within DHHS including compliance with all federal and state rules and regulations affecting employee relations, recruitment/ selection, job evaluation, salary administration, benefits, workers' compensation, safety, and core staff development.

Requirements

Demonstrated ability to:
  • Supervise, plan, and direct the work of others.
  • Coach and counsel all levels of staff regarding the application and interpretation of policies, processes, and procedures.
  • Analyze data, identify problem areas, develop corrective action steps, and monitor large program functions.
  • Perform HR functional area tasks (i.e. recruitment, classification and compensation, benefits, employee relations) to completion. 
Management Preferences 
• Demonstrated experience leading a HR team.
• Experience using BEACON, NeoGov, PeopleAdmin, Sharepoint and SmartSheet.
• Demonstrated experience in Human Resources Management Systems.
• Proven experience developing solutions that meet the needs of the customer while adhering to policies and procedures.
• Proficient with Word and Excel. 
• Two years of supervisory experience of professional and/or technical staff in any of the above areas is desirable; or an equivalent combination of training and experience.

Qualifications

Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution and 2 years of experience required,
or
High school or General Educational Development (GED) diploma and 5 years of progressive experience in Human Resources,
or
equivalent combination or education and experience.
