Application Development Supervisor - DOH7862

We're seeking a skilled and motivated Application Developer to lead and supervise our Environmental Public Health Systems (EPH) application team within Applications and Data Services (ADS) under the Center for Technology Operations. This position involves leadership in application development, data management, system implementation, problem resolution, testing, documentation, and collaboration within the technical support unit. As a supervisor, you will play a pivotal role in managing the development of the EPH application, contributing to the advancement of public health initiatives in Washington State.

Responsibilities Include: 

This is a hands-on technical role designed for an application developer with an interest in leading a team of developers.

  • Leadership and Supervision:
    1. Directly supervise IT professionals, track staff leave, and facilitate recruitment.
    2. Manage, coach, and assign workload to ensure timely deliverables and high-quality products.
    3. Contribute to the budget process.
  • Application Development and Maintenance:
    1. Keep agency applications current, following coding standards and industry trends.
    2. Independently design, develop, test, implement, and maintain web applications.
    3. Conduct peer code reviews and utilize web server technologies.
  • Data Management and Reporting:
    1. Utilize relational database technologies, ensuring data accuracy and completeness.
    2. Support ETL processes, use data visualization software, and convert databases to modern platforms.
    3. Provide information about supported IT applications, ensuring data consistency.
  • Project Management:
    1. Establish standard implementation plans, manage tasks, schedules, and resources.
    2. Produce project status reports and thoroughly plan tasks for successful implementation.
  • Problem Solving and Solutions Implementation:
    1. Independently solve complex IT problems, perform research and analysis.
    2. Provide input and implement solutions addressing defined issues and requirements.
  • Testing and Quality Assurance:
    1. Conduct system, unit, and performance testing.
    2. Use testing tools appropriately and create pre-production environments.
    3. Adequately test code to minimize bugs and defects.
  • Documentation:
    1. Participate in developing standards and guidelines.
    2. Develop system and user documentation, author explanatory documents.
    3. Produce standard-quality documentation for supported systems.

Required Qualifications:

Your experience must have been gained from full-time equivalent work and may have been gained concurrently. Experience can substitute for education on a year for year basis.

You must meet one (1) of the specified criteria options as follows:

  • Demonstrated professional experience in at least one (1) of the following IT areas: consulting, analyzing, designing, programming, installing, and/or maintaining computer software applications.
    • Option 1: Eleven (11) years of experience
    • Option 2: Associate’s degree in an IT program or related field + Nine (9) years of experience
    • Option 3: Bachelor’s degree or higher in an IT program or related field + Seven (7) years of experience

 

  • Supervisory Experience:
    • Two (2) or more years of experience as an IT supervisor or team lead.
  • Technical Experience: A minimum of five (5) years of experience in the software development field performing the following functions:
    • Developing enterprise class, highly secure, and object-oriented web-based application system.
    • Integration technologies (API, Restful services, SFTP, etc.)
    • Programming technologies such as .NET (ASP.Net, MVC, Core), Java/JSP, XML/JSON, React.js, Angular, CSS, JavaScript, HTML, Ajax, jQuery, or similar.
    • Agile development and methodologies such as Scrum and Kanban
    • Effectively conveying technical concepts and ideas to diverse audiences through both spoken and written communication.
    • Demonstrated experience comprehending every aspect of a technical solution.
    • Experience managing multiple deadlines or projects in a fast-paced, matrixed, enterprise or similar environment.
