Analyst/Programmer 5 (PCN 062247)

What you will be doing:
In this role, you will supervise a team of developers engaged in database management, systems integration, and application development. You will participate in or direct others in application lifecycle management activities using established industry project management best practices and departmental guidelines and tools. You will also assist customers in defining system requirements and designing production systems.

Who we are looking for:
DOH seeks a highly motivated, dynamic individual who will work with a team of analysts/programmers to plan, develop, maintain, and implement information systems to help improve Alaskans' quality of life.  

We desire a candidate who demonstrates the following competencies/knowledge, skills, and abilities:
  • Knowledge of Relational Databases; prefer MS SQL Server and T-SQL
  • Knowledge of project/work management software
  • Ability to work with technical and non-technical staff on daily data questions and issues.
  • Ability to communicate technical issues and ideas verbally and in writing to an audience of all technical levels.
  • Problem-solving abilities and adept at learning new technologies

Requirements

Six years of computer programming experience, of which, at least two years were at the project leader or systems design level. This is equivalent to an Analyst/Programmer 4 with the State of Alaska. Two years of experience must have been in a business application, scientific application, microcomputer or computer information management support specialty. The specialized experience may be gained concurrently.

Substitution:

A bachelor's degree with a major in Computer Science (CS) or Computer Information Systems (CIS), or a related degree with (18) semester/(24) quarter hours of CS or CIS may substitute for one year of the required experience. An associate's degree in Computer Science or Computer Information Systems may substitute for nine months of the required experience in a specialty area. There is no substitute for the systems analysis and design or project leadership experience.

Special Note: 

An applicant who is considered under the Substitution above qualifies to apply for this job class IF the applicable coursework is completed within three (3) months of hire. Under this option, an applicant may receive a conditional job offer; however, proof of completion will be required prior to final appointment and reporting for duty.

Individual positions at each level in this class series may require expertise in a particular area of programming or analysis. Recruitment and selection will be on the basis of these requirements.

For some positions in these job classes, a background investigation including fingerprinting is required.

CLASSIFICATION STUDY
This position is currently undergoing review as a part of the Information Technology job class study, and therefore, both the title and the pay range assigned may be subject to change upon the completion of the study.
