Description

The Behavioral Health (BH) area of Health and Human Services is seeking a resident -focused Adult Mental Health Initiative (AMHI) Manager to join the team. In this position, you will lead maintenance and continuous quality improvement efforts for our AMHI and Community Support Program (CSP) to ensure dollars are being spent to maximize the impact on behalf of residents. You will be responsible for managing budget, deliverables, and quality of grants as well as coordinating services of approximately 40 contracts in community funded by this grant.

Location and hours:

This position is hybrid will be performed both on-site at various Hennepin County locations and remote as job duties require.  Work hours will be Monday through Friday, with typical hours of 8 a.m. to 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.      

New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:

  • Design a community needs assessment process that will identify service gaps within the Adult Mental Health service continuum and enables the development of an allocation strategy for program funds for review by agency leadership. 
  • Manage program coordination for 40+ grantees funded through the grant by defining services based on community engagement and research, defining eligibility, program criteria for request for, maintaining communication with providers, conducting clinical reviews for service types, and ensuring spending does not exceed grant funding. 
  • Conduct regular grantee meetings and direct technical assistance to ensure availability of accurate and current information of the programs.
  • Manage regular AMHI stakeholder meetings and ensure the work aligns and is in collaboration with the Local Advisory Council.
  • Oversee and coordinate preparation of the county's grant applications to the state for AHMI funding, monitor expenditures of grants, and prepare the county grant reports.
  • Serve as a member of the BH area leadership team and attend all leadership meetings to ensure efforts funded via the AMHI/CSP grants are in line with area needs. 
  • Maintain partnerships across the department, county, MN Department of Human Services, other counties, and community organizations relevant to the provision of community based mental health supports that will best meet resident needs.
  • Engage in ongoing BH diversity, equity, and inclusion efforts. 

Need to have: 

  • One of the following:
    • Nine or more years of experience in *general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.
    • Bachelor's degree or higher in business administration, public administration, human services, or another field appropriate to the position andfive or more years of experience in *general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position. 

*General administrative work is defined as the administration and/or management of programs, policies, and/or budgets.  

Nice to have: 

  • Experience:
    • Designing and managing public funded human services grant programming.
    • Providing clinical review for mental health services.
    • With budget management.
    • Managing contracts from service design to execution and accountability.
    • Utilizing community engagement to inform business decisions.
    • Leading continuous quality improvement efforts. 
    • With areas of racial equity and/or disparity reduction. 
  • Knowledge of:
    • Culturally specific and appropriate services for residents. 
    • Mental health programing and evidence-based practices with the ability to assess appropriate level of support to meet resident's needs.
  • Ability to:
    • Communicate complex concepts to both technical and non-technical audiences.
    • Manage complex budgets.
    • Apply research, interpret applicable regulations and laws, and synthesize community feedback to clarify complex and ambiguous problems to create a course of action.
    • Continuously expand knowledge of tools and techniques.
