Minimum Qualifications

Six years of human resources experience; OR

Six years of full-time experience in any field plus three years of human resources experience; OR

A bachelor’s degree plus three years of human resources experience; OR

An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus two years of human resources experience.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties and Other Information

Job Duties:

This position supervises a number of highly complex, technical statewide programs in the Employee Relations unit within the LDH/HR Division including: LDH Policy Issuance Process, Disciplinary, Investigations, Grievances, Equal Employment Opportunity Commission (EEOC), Civil Service Appeals, LaGov Security/Help Desk, Affirmative Action Plan, Americans with Disabilities Act (ADA) Accommodations, and Continuous Performance Management (CPM) Reviews.


The Employee Relations unit serves as a statewide resource by counseling and recommending courses of action to LDH employees and management on applicable Civil Service rules, state and federal laws, and department policy.  Meets, advises and/or consults with LDH management staff to resolve complex issues relative to assigned areas.  


This position must have a comprehensive knowledge of Civil Service rules/regulations and policies/procedures, Federal and State Laws and agency policies/procedures applicable to the work unit. This position is directly supervised by a Human Resources Manager A and acts as back-up in his/her absence. This position supervises two (2) Human Resources Specialists.


ESSENTIAL DUTIES

40%: Supervision

Supervises and support for the day-to-day operations of the LDH Employee Relations Unit, which includes assigning and triaging the daily activities.  Evaluates the effectiveness of assigned activities, makes recommendations, and execute changes as necessary.  Manages and monitor work performance to conduct performance appraisals.  Establish expectations while providing leadership to ensure services are successfully delivered.   Determines training needs and work schedules; approves leave; investigates performance concerns; coaches and counsels staff.  Assists in establishing procedures, workload priorities and standards in order to meet agency goals and objectives.     


40% - ADA Accommodations

Facilitate ICPT/ADA meetings including compiling and disseminating Agenda. Document and maintain up-to-date case records and notes of appropriate and accurate information. Interpret policy, procedures, and laws pertaining to Americans with Disabilities Act (ADA) and determine eligibility. Counsel employees, supervisors, and department heads regarding possible accommodations. Communicate, both verbally and in writing, with physicians, rehabilitation counselors, etc. to gather information regarding the individual’s condition.   Provide information, referral and support to employees with medical conditions or disabilities.


Disciplinary Actions

Reviews, investigates, and tracks disciplinary actions for the state's largest agency concluded at each stage in its entirety.  Interprets policies and procedures for managers, supervisors, and employees. Schedules meetings with supervisors, top-level management, and Legal regarding disciplinary and/or non-disciplinary courses of action based on the employee’s conduct. Counsels employees and management on applicable Civil Service rules, state and federal laws, and department policy. Prepares disciplinary and non-disciplinary letters for Legal review then secures appointing authority signature.  Tracks leave for employees who are placed on Suspension pending investigation with pay, and/or Enforced (compensatory or annual) leave.


The unit serves as a statewide resource by counseling and recommending courses of action to LDH employees and management on applicable Civil Service rules, state and federal laws, and department policy.  Meets, advises and/or consults with LDH management staff to resolve complex issues relative to assigned areas.  


Grievances, Appeals, and EEOC

Interprets policy and procedures and advises managers, supervisors, and employees assuring compliance. Counsel’s employees and supervisors in order to attempt to resolve problems before the formal grievance or disciplinary processes are used.


Conducts investigation of complaints at the Assistant Secretary and/or Secretary levels, prepares documentation of findings and written responses for the signature of the appropriate Assistant and/or Secretary while adhering to procedures and impending deadlines to ensure the successful operation of the grievance process. Advises top-level management of a suggested course of action. Counsel employees and management on applicable Civil Service rules, state and federal laws, and department policy.  Review, prepare, and distribute employee subpoenas as requested by Civil Service or other agencies for appeals.  Maintain employee records regarding appeals.  Receive EEOC complaints, investigate and/or provide requested documentation.


20% - Policy Issuance System

Serves as the statewide alternate expert for Policy Issuance. Ensures the appropriate steps are followed according to the systems implementation process. Ensures the policy draft conforms to the required policy format. Reviews the policies to determine its impact on human resources policies/procedures to assure consistency in LDH operations. Upon final approval, policies are uploaded to LDH SharePoint for employees viewing. Assists top level management in creating, revising, and updating policies through the Policy Issuance System.


LaGov Security/Customer Service Help Desk

Serves as LaGov Alternate Security Administrator for all LDH 310 timekeepers including facilities.  Interprets policies and procedures to ensure compliance in processing requests for HR security.  Receives requests and determines the qualifications and requested security access to provide then process requests through Division of Administration online program.


Serves as the alternate for the Louisiana Employees Online (LEO) Customer Service Helpdesk.  Provides support in fielding questions for areas including LEO, and other areas with HR.


Affirmative Action Plan

Serves as the statewide alternate expert for the Affirmative Action Plan.  Assist with preparing and compiling statistical data required yearly to ensure equal employment opportunity reporting in accordance with Civil Service guidelines and the Office of Federal Contract Compliance Programs {OFCCP).  Knowledge of various LaGov reports required to generate statistical data plan.   Advise the program area HR Director of the status of their Affirmative Action data.


Continuous Performance Management Reviews

Serves as Agency Reviewer for Continuous Performance Management (CPM) reviews within the higher volume region(s).  Receive, review, and request information for CPM Request for Reviews.  Compile data and submit it to the appropriate Reviewer.   Conduct investigations, make recommendations as requested, and prepare responses.  Track all requests and compile statistical data for annual reports by Civil Service guidelines and internal reports as required/requested.


Work on special projects, serve on committees, task forces. etc., as assigned. Represents agency and/or attend meetings, conferences, seminars, workshops, training, etc., to maintain knowledge and expertise in HR related program areas. Ensures agency is in compliance with State and Federal mandated employment posting requirements.


Performs other assigned duties for the smooth operation of the LDH Employee Relations Unit.
