This Vacancy is located in the Human Resources Department of Eastern Louisiana Mental Hospital System in Jackson, LA (East Feliciana Parish). ELMHS is the largest 24-hour, multi-site, state psychiatric complex, comprised of residential, outpatient and inpatient services.

Minimum Qualifications

Three years of human resources experience; OR

Six years of full-time experience in any field; OR

A bachelor’s degree.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

60% Time Administration/Time Management

  • Responsible, as a team, for the oversight and management of time administration functions for 30+ departments, approximately 1400 employees in total, across the state of Louisiana which includes, but is not limited to:
    1. Fixed and variable time entry
    2. Various shifts
    3. Shift differentials
    4. Premium pay
    5. On-call and overtime
  • Reviews documentation in comparison to original timesheets for accuracy and errors. Completes bi-weekly audit to ensure compliance with FLSA, OSUP, FMLA, and WC requirements, and Civil Service, LDH, and ELMHS policy and procedure. Ensures all documentation, including leave slips, call in reports, HR48s, overtime reports, time entry reports, etc. is completed and submitted with time and attendance sheets. Collects and distributes source documents supporting payroll entry 
  • Responsible for input of time and attendance via LaGov HCM on-Line System for positive time entry employees and verification of accuracy of payroll against reports generated from LaGov HCM against original timesheets with supporting documentation. Prepares and submits prior period adjustments for corrections to previous pay periods when necessary 
  • Responsible for manual entries into LaGov HCM for all due to holidays and special leave events, including but not limited to, natural disasters (hurricanes, severe weather events), COVID, and other emergency events. Ensures related HR48 LDH Disaster Operations forms are completed timely and accurately. Maintains reports for accuracy and auditing purposes 
  • Monitors and ensures timely e-certification for employees responsible for entering their time in the CATS/LEO system. Follows up with staff and departmental leadership to ensure compliance with e-certification deadlines and correct time entry practices. Coordinates with employees to address and discrepancies or missing certifications are completed within the required time frame. Collaborates with departmental leadership to resolve any timekeeping or certification issues promptly
  • Interprets Civil Service Rules, State and Federal Law and Departmental Regulation governing time and attendance (overtime, shift differential, premium pay, etc.). Provides explanation to employees questioning their remuneration statements in regards to time and attendance. Research and address discrepancies in time records, including incorrect hours, missing leave codes, and other inconsistencies. Ensure timely resolution of attendance-related issues

20% Reporting/Auditing

  • Independently generates time administrator reports as required to maintain compliance with state and federal regulations. Completes the Payroll Checklist each pay period and reviews pay period records to ensure that files contain employee certification of time and attendance (sign in/out sheets), corresponding leave, and overtime requests and/or employee-signed time statements printed from LEO, ZT02 report, ZT06 report and ZT20 Report. Generates, reviews, and compares the Time Entry Audit report (ZT02), Leave Workflow Audit report (ZT20), and Absence Quota Report (ZT06) to time and attendance records to ensure that time was recorded correctly, and take appropriate action to initiate corrections as necessary
  • Monitors overtime, holiday, and shift differentials, ensuring accurate calculations and compliance with varying Civil Service, LDH, and ELMHS rules and pay policies.
  • Reports to the HR payroll Supervisor any trends and patterns of abuse (tardiness, employees consistently not utilizing the automated system, employees not signing timesheets, unscheduled absences, etc.)
     Serves as backup to and peer auditor for other time administrators. Provides guidance, support, and training to facility-wide departmental time admin liaisons.

15% Miscellaneous

  • Maintains the emergency preparedness roster as required by the State Health Officer. Submits new and/or updated EED form updates a monthly (or bimonthly basis during Hurricane Season) in accordance with LDH and ELMHS policy and procedure
  • Processes monthly OIG and Adverse Actions checks for assigned employees
  • Assists with the creation and implementation of process improvement initiatives, including creation and modification of position specific standard operating procedures (SOPs), related to time administration and payroll functions. Identifies and recommends improvements to time entry processes, software tools, or policies to increase efficiency and accuracy
  • Generates and maintains annual shift calendar as it aligns with designated holiday/office closures for proper time entry
  • Ensures all employees have a current HR-13 Work Schedule form on file, which corresponds with the schedule assigned to the employee in LaGov HCM, under planned working time 
  • Troubleshoots and resolves system issues in collaboration with OTS
     Acts as a liaison between employees, HR, and supervisors to resolve any time related issues or conflicts. Provides training and guidance to employees and supervisors on timekeeping systems and policies

5% Participates in education trainings that are mandatory for accreditation and licensure of the facility

Performs all other duties assigned by supervisor/designee to maintain continuity and quality, accreditation and licensure requirements. Performs all other duties assigned by supervisor, but not listed, for the smooth operation of the unit/building and/or the facility

Maintains current and unencumbered motor vehicle license 

Adheres to all rules, regulations, policies and procedures of LDH, OBH, Eastern Louisiana Mental Health System, and Civil Service

Position-Specific Details:

Salary is negotiable based on experience.

SER (Special Entrance Rate):
HR Analyst A: $1394.40/biweekly
 
Premium Pay (paid per hour worked):
Facility Longevity in Human Resources: starting at $1.00/per hour worked
