The Iowa Department of Health and Human Services (HHS), Division of Family Well-Being and Protection, Bureau of Early Intervention and Support is seeking a Community Services Program Manager (Community Health Consultant) to join our team!


This position will assess, plan, and implement new programs in the Community Services Bureau within the Early Intervention and Support subdivision. These primary prevention programs aim to connect individuals and families with community resources, meeting their needs, and promoting positive outcomes. 


This is a full-time opportunity, Monday – Friday with typical hours being from 8:00 AM - 4:30 PM however, flexibility in schedule is allowed with supervisory approval. Extra work may be required based on business need and position will require working some evenings.


This position will be domiciled (work location) in Polk County. Telework may be an option for this position if requested by the employee and approved by management. 


The ideal candidate will:

  • Work as part of a team tasked with supporting children, youth, and families and their communities. 
  • Analyze a variety of information (e.g. state and federal laws, rules, regulations, gray literature and 
  • research), including trends, best practices, and emerging issues related to community development, 
  • family support, economic and concrete goods, and public health approaches. 
  • Work independently and with internal and external stakeholders to identify programs that enhance 
  • outcomes for children and families. 
  • Build supportive networks that enable access to community resources and services while also 
  • augmenting the capacity to collectively act using a support-first mindset. 
  • Provide oversight of partnerships and contracts for new and established programs.
  • Plan data collection strategies to depict the effectiveness of Community Services Bureau programs. 
  • Implement program reporting procedures. 
  • Review relevant performance data to measure productivity or goal achievement, and identify areas 
  • needing cost reduction or program improvement. 
  • Review data related to the agency programs available to Iowans
  • Provide effective data analysis for a variety of needs, including: 
    1. Needs Assessments
    2. Complete qualitative and quantitative assessments to better understand the needs of Iowans. 
    3. Program Outcomes
    4. Public and Internal data sources
    5. Produce narratives depicting customer experience and engagement with Community Services 
    6. Bureau programs
    7. Present data to a variety of stakeholders

  • Ability to multi-task
  • Ability to manage multiple deadlines


Preference will be given for education or experience which correlates directly with the requirements and duties of the position

535 Public Health
6 months’ experience, 12 semester hours, or a combination of both related to improving, maintaining, and protecting the general condition of health within society, either on a personal, institutional, organizational, or community basis. Experience may be gained from direct provision of health care or from other ancillary programs and support mechanisms such as government public health departments.

Minimum Qualification Requirements

Graduation from an accredited college or university with major coursework in nursing, a human services or health-oriented field, or education, or nutrition and three years of professional experience in these areas;

OR
Masters degree in nursing, public health or science, a human services or health-oriented field, or education, may be substituted for one year of the required experience;
OR
certification as a paramedic and the equivalent of three years of full-time experience as a paramedic;
OR
an equivalent or combination of the required education and experience, totaling seven years, will be qualifying.
