Minimum Qualifications

Six years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

45% Program Management and Oversight

Manages the 811 PRA PSH application process, updating related processes, policies, and forms as needed to ensure compliance with federal, state, and program requirements.

Performs eligibility checks on all 811 PRA PSH applications, referrals, and reassignments to ensure program requirements are met.

Manages referral process for 811 PRA system selected housing referrals and for reassignment referrals; tracks system selection and transfers for housing and service delivery synchronization

Oversees data mining/compiling of data from direct report’s to manage the progress of PSH participants

Identifies problems and issues and takes appropriate action to address issues which may prevent annual goals from being achieved (i.e. barriers to housing and successful tenancy).

Develops and implements bi-annual PSH trainings.

30% Monitoring and Quality Assurance

Monitors providers in assigned regions to ensure compliance with federal and state rules and regulations, adjusting and updating the process as needed.

Keeps abreast of HUD and LHC rules and recommendations, makes policy recommendations, and develops and maintains standard operating procedures to meet changes in program requirements.

Compiles all data and submits all necessary reports to meet federal HUD 811 PRA reporting requirements.

Develop and implement protocols for ensuring accuracy, compliance with program guidelines, and alignment within budgetary allocations.

Conducts regular audits of program work to ensure compliance with state and federal rules and regulations; assess programmatic impact; and identify trends and opportunities for improvement.

20% Supervision and Staff Management

Provides ongoing supervision of assigned State Civil Service and contract staff responsible for coordinating the day-to-day duties of the PSH program.

Recruits, interviews, hires, and manages all direct reports.

Defines roles, assigns and monitors work of direct reports in order to achieve the overall goals and mission of PSH and OAAS.

Ensures staff compliance with program protocols, documentation requirements, and agency standards.

Provide mentorship, guidance, and professional development opportunities to staff, promoting skill

development, career advancement, and job satisfaction.

Routinely audits work delegated to direct reports for completeness and accuracy.

Conferences individually with direct reports on a routine basis to ensure the provision of clear guidance and support, address general operations, and problem solve as needed.

Evaluates performance and conducts PES planning and review sessions for direct reports according to agency-established timeframes and deadlines.

Manages and certifies time and attendance ensuring direct reports are maintaining productive work schedules, coding time property and to the appropriate reporting category, if applicable, and requesting leave according to policy and procedure.

Informs supervisor of personnel issues in a timely manner and proposes solutions for addressing issues.

5% Other

Performs other duties not listed but necessary for the effective operations of OAAS.

Fulfill obligation for State's emergency preparedness and response efforts as assigned during an emergency and assists impacted agencies, participants, and others to assure effective operations as soon as possible following the event.
