Description of Job

The Work Unit:
The Health Facilities and Emergency Medical Services Division (HFEMSD) is responsible for the oversight and enforcement of a broad range of federal and state statutes and regulations applicable to a wide variety of healthcare facilities and services in Colorado, including hospitals, clinics, ambulatory surgical facilities, renal dialysis centers, emergency medical services providers, designated and non-designated trauma centers, long term care facilities and many other specific types of healthcare services. The division licenses, certifies and surveys healthcare facilities and services; provides patient safety and healthcare quality programs; recognizes emergency medical service (EMS) education programs; certifies EMS providers and licenses air and ground ambulance services operating within the state.

As outlined in statute (C.R.S. Section 25-3.5-101, et seq.), the purpose of the Emergency Medical and Trauma Services Branch is to reduce morbidity and mortality resulting from sudden illness and injury by overseeing the delivery of emergency medical and trauma services (EMTS) in Colorado. The branch improves access to healthcare services and/or interventions through the establishment, maintenance, and control of EMTS system components. The regulatory responsibilities of the work unit include the certification of EMS providers, the recognition of educational institutions that deliver initial EMS provider training and continuing education, the licensure of ground ambulance agencies and air ambulance agencies, the administration and management of the EMTS funding program, and the designation of hospitals as trauma centers. The State Emergency Medical and Trauma Services Advisory Council (SEMTAC), the Emergency Medical Practice Advisory Council (EMPAC), the 11 Regional Emergency Medical and Trauma Advisory Councils (RETACs), the Designation Review Committee, the Pediatric Emergency Care Committee, and other stakeholders provide input on the work of the branch. Guidance, direction, and standards from national EMTS models are also considered in system development and modification.

Summary of Position:
This position serves to provide programmatic support across the Emergency Medical and Trauma Services Branch and technical and professional support to both internal and external stakeholders. This includes supporting all branch sections; drafting and preparing documents and reports; reviewing program
documents for compliance with rules and standards; utilizing software programs for compiling and analyzing data for process improvements and trends; making travel arrangements; developing meeting agendas and scheduling meetings and meeting facilities; taking minutes at various meetings; and serving as the branch's records manager and handling records retention duties. This position is also responsible for purchasing for the branch, providing support to all sections, programs and units, and assisting with special projects. An additional purpose of this position is to support the Operations Section by performing certification functions, including EMS provider certification application processing and filing; interpreting rules, regulations and policies;
demonstrating and explaining program rules and policies to customers; answering questions and providing information; identifying, analyzing and distilling processes to resolve problems, identify efficiencies and develop solutions.

MINIMUM QUALIFICATIONS:

This experience and education must be substantiated within the Work Experience & Education section of your application. Experience Only:

Five (5) years of relevant experience in an occupation related to the work assigned to this position such as previous program assistant experience working with funding, license applications, assisting other program managers when needed, assisting with EMTS programs and systems.

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to five (5) years. For example a bachelors degree and one (1) year of previous program assistant experience working with funding, license applications, assisting other program managers when needed, assisting with EMTS programs and systems.
